US Army Corps of Engineers (USACE), Omaha District, Fort Carson Directorate of Public Works Installation Restoration Program, CO

SUMMIT is providing support to the Ft Carson Directorate of Public Works (DPW) Installation Restoration Program, performing environmental activities related to the closure of various Solid Waste Management Units (SWMUs) as required by the Fort Carson Hazardous Waste Part B Permit No. CO-06-09-29-01 and the closure of underground storage tank sites regulated by the Colorado Department of Labor and Employment Division of Oil and Public Safety (OPS).   SUMMIT is performing the following tasks:

  • Prepare No Further Action Petitions for 8 SWMUs.  These petitions have been completed, approved by the State, and the RCRA permit modified to indicate no action as the preferred remedy.
  • Conduct RFIs and prepare RFI reports for 5 SWMUs.  All RFIs have been completed and one RFI report has been prepared and approved by the State.  Other RFI reports are in preparation.
  • Prepare Presumtive Remedy Work Plans (PRWPs) for 2 SWMUs.  One PRWP has been completed, approved by the State, and the RCRA permit modified to indicated the preferred remedy (excavation and disposal).  SUMMIT is under contract to perfrom the remediation.  The other PRWP is under review by the State.
  • Prepare a Corrective Measure Study Work Plan (CMSWP) to evaluate in-situ reductive dechlorination and chemical oxidation technologies to address chlorinated solvent contamination in groundwater at a SWMU.  The CMSWP is in progress.
  • Prepare a Corrective Action Plan (CAP) to address a fuel release from a UST.  The CAP preferred remedy is Enhanced Fluid Recovery combined with surfactant injection and recovery.  The CAP has been approved by the State and the design is underway.  SUMMIT is under contract for installation and operation of the system.
